About OBBR
Outer Banks Building & Renovations is a residential and light commercial general contractor dedicated to helping clients fulfill their dreams of Outer Banks living. Whether you are looking for a custom-designed new home, a complete renovation, or a strategically planned multi-year project, we work closely with you to meet your specific needs.
With over 30 years of business experience, we have built and renovated hundreds of homes across the Outer Banks. We combine time-tested building techniques with the latest in building science technology to ensure every project stands the test of time.
Our owner and contractor, David "Phillip" Meggs, brings a lifetime of local industry experience. A 40-year resident of the Outer Banks and a 1986 graduate of East Carolina University, Phillip grew up working on maintenance for his family's rental properties. After working in the building supply industry for nine years following college, he earned his contractor's and home inspector's licenses in 1996. He currently resides in Kitty Hawk with his family.

Our Process
At OBBR, we bring over 30 years of experience in construction and building science to every project, with a strong focus on clear communication and transparency.
To ensure a seamless experience, we use JobTread management software to give you real-time access to budgets, daily photos and videos, selections, change orders, and project documents. We also schedule regular Zoom and FaceTime updates to keep you aligned with our project teams.
Our team works with dedicated tradesmen and trusted suppliers to deliver high-quality craftsmanship. Led by Phillip, an Outer Banks Home Builders Association member and winner of the Outer Banks Parade of Homes People's Choice Award, we are committed to excellence.
We offer full-service project management from blueprints to landscaping, including:

- Complete installation for kitchens, baths, siding, decking, landscapes, and pools

Preconstruction Design
We partner with select design and engineering companies from the conceptual phase through to detailed construction drawings. This collaborative approach allows all team members to advise on quality, cost, and the desired final product.
Design & Construction Estimate
As drawings progress from concept to completion, we continuously update pricing and timeline estimates to keep the project's best interests at heart.
On-Site Consultations
We welcome on-site consultations as often as possible. At a minimum, we host biweekly Zoom or FaceTime walkthroughs, accompanied by real-time daily job reports and photos.
The Finishing
Touches
We coordinate a final walkthrough with all team members to inspect the work and secure sign-off. We then invite the client to live in the completed space; if any concerns arise, we arrange for our team to return and make the necessary adjustments.
