At Outer Banks Building & Renovations, we are a residential and light commercial general contractor dedicated to helping clients fulfill their dreams of Outer Banks living. With over 30 years of business experience, we have built and renovated hundreds of homes across the Outer Banks. We combine time-tested building techniques with the latest in building science technology to ensure every project stands the test of time.
Our owner and contractor, David "Phillip" Meggs, brings a lifetime of local industry experience. A 40-year resident of the Outer Banks and a 1986 graduate of East Carolina University, Phillip grew up working on maintenance for his family's rental properties. After working in the building supply industry for nine years following college, he earned his contractor's and home inspector's licenses in 1996. He currently resides in Kitty Hawk with his family.

Our family worked with Phillip Meggs on the construction project for our 6-bedroom beach home in Southern Shores, NC during the 2020 – 2022 timeframe.
The project included the design finalization, construction management, and follow-up services, and any post-occupancy issues.
During our project, Phillip was extremely easy to work with and always kept our interests as his top priority. He communicated on a regular basis whether verbal, written or texts and emails. He kept us very well informed throughout the duration of the project.
Our home construction project was completed on a timely basis and within the original projected schedule, and although the project was executed during the COVID epidemic timeframe, the work was still completed within the schedule.
In addition to the schedule success, our project was successfully completed within our original budget.
The quality of work provided by his team was very high and the jobsite was kept in a safe and tidy fashion.
We closed on the project on schedule in 2022, and Phillip has continued to maintain contact with us throughout the past 4 years. He has been extremely professional throughout this process and a very good contractor to work with.
